About the “Applicant Service” : In order to apply for Customs Union Technical Regulations Certification, an applicant must be a legal entity or an individual entrepreneur registered in accordance with legislation of the Customs Union in its territory, being a manufacturer or a seller, or executing the functions of a foreign manufacturer on a basis of a contract in terms of compliance of the supplied products with the requirements of this Technical Regulation and liability for non-compliance of the supplied products with the requirements of this Technical Regulation of the Customs Union (a person executing the function of a foreign manufacturer).
This means that an applicant for customs union certification has to be registered and located within the territory of Russia, Belarus, Kazakhstan, Armenia or Kyrgyzstan. This can be a representative of manufacturer seeking certification located in these countries or the buyer (client) of said manufacturer equipment.
We offer applicant services for manufacturers who do not have representation for their projects within the territory of the Customs Union through our sister company located in Russia, which can act on behalf of the manufacturer during the certification process as the applicant on all current and future projects.
Applicant services work on contractual basis between our Russian entity and the manufacturer/s. Said contract is provided by RCS.
Technical passports are compilations of technical data on equipment summarizing the main technical parameters and characteristics. Technical passports are similar to Material Record Books (MRB) and are made in Russian and English languages according to applicable GOST or CU TR formats. Technical passports include drawings, operation and maintenance manuals; test reports, and other manufacturing documents. Technical Passports are signed and sealed by the product’s manufacturer.
We provide complete preparation and issue of Technical Passports, which include generic as well as GOSTANDARD or CU TR format-specific passports. The following equipment normally requires technical passports:
Justification of Safety or “Safety Case” is a document, which contains risk analysis as well as information from design, operational and technological documentation related to minimum required measures of safety and which accompanies machines and (or) equipment at all stages of life cycle and supplemented by information on risk assessments at operation stage after major repair.
The Vehicle Type Approval certification confirms compliance of vehicle or chassis with the requirements of Technical Regulations. The Approval is required for establishing serial production or importation of vehicles from abroad.
RCS offers comprehensive translation services from English into Russian and vice versa to serve all of your needs. We can provide technical translations of a wide variety of documents for any purpose, such as instructions, manuals, brochures, catalogues, drawings, P&IDs, calculations, specifications, databooks, and many other types of documents (with conversions to metric units).
Our technical translations are edited by engineers for content accuracy, consistency and technical “slang”. This is a niche service as many translations are not being edited by actual engineers. We also edit translations done by other agencies.
RCS offers complete preparation and/or review of Technical Documentation Packages required for Customs Union and C.I.S. Certification.
This includes preparation and revision of Installation, Operation and Maintenance manuals in order to meet the requirements of the Technical Regulations.
Depending on the Technical Regulation and the Scheme used for Certification, an Inspection (Audit) of the Manufacturer may be required. Inspections are performed by experts from accredited Customs Union Laboratories. Inspections may involve audits similar to ISO 9001 of the manufacturer’s facilities and the experts may require witnessing of Factory Acceptance Testing for products or product line being certified.
We partner with accredited laboratories and in many cases use our own experts located in USA for Customs Union Certification Inspections. This results in cost savings to our customers located in the Western Hemisphere.
