Terminology and Information
GOST – Stands for “GOSSTANDART” or Government Standards. GOST certification systems for individual member states are being gradually replaced by certification to the Customs Union Technical Regulations (CU TR).
TR – Stands for “Technical Regulation” documents, which define legally binding requirements outlining guidelines for the manufacturer, the exporter, the agent or the distributor in relation to a wide range of types of productions both on the territory of the Customs Union and outside it. Technical Regulations are supported by various GOST and other standards specific to product requirements and test methods.
CU – “Customs Union” originally trade union between Russian Federation, Belarus, and Kazakhstan. Now, is known as the Eurasian Economic Union (EAEU) with member states: Russian Federation, Belarus, Kazakhstan, Armenia and Kyrgyzstan.
EAEU – Eurasian Economic Union with member states: Russian Federation, Belarus, Kazakhstan, Armenia and Kyrgyzstan.
EAC – Eurasian Conformity. EAC Mark is applied to products that are certified to CU TR.
C.I.S. – The Commonwealth of Independent States, formed when the former Soviet Union dissolved in 1991. At present the C.I.S. unites: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan and Ukraine.
Justification of Safety or “Safety Case” depending on translation – is a document, which contains risk analysis as well as information from design, operational and technological documentation related to minimum required measures of safety and which accompanies machines and (or) equipment at all stages of life cycle and supplemented by information on risk assessments at operation stage after major repair.
Technical Passports – are compilations of technical data on equipment summarizing the main technical parameters and characteristics. Technical passports are similar to Material Record Books (MRB) and are made in Russian and English languages according to applicable GOST or CU TR formats. Technical passports include drawings, operation and maintenance manuals; test reports, and other manufacturing documents. Technical Passports are signed and sealed by the product’s manufacturer.

Applicant Service – About the “Applicant Service” : In order to apply for Customs Union Technical Regulations Certification, an applicant must be a legal entity or an individual entrepreneur registered in accordance with legislation of the Customs Union in its territory, being a manufacturer or a seller, or executing the functions of a foreign manufacturer on a basis of a contract in terms of compliance of the supplied products with the requirements of this Technical Regulation and liability for non-compliance of the supplied products with the requirements of this Technical Regulation of the Customs Union (a person executing the function of a foreign manufacturer).
This means that an applicant for customs union certification has to be registered and located within the territory of Russia, Belarus, Kazakhstan, Armenia or Kyrgyzstan. This can be a representative of manufacturer seeking certification located in these countries or the buyer (client) of said manufacturer equipment.
We offer applicant services for manufacturers who do not have representation for their projects within the territory of the Customs Union through our sister company located in Russia, which can act on behalf of the manufacturer during the certification process as the applicant on all current and future projects.
Applicant services work on contractual basis between our Russian entity and the manufacturer/s. Said contract is provided by RCS.
