A letter of exemption is a document from a certification body stating that certain products are not subject to mandatory certification.

The Ministry of Emergency Situations (MChS) responsible for approval of design of firefighting equipment and fire safety systems and certification of the actual components and devices contained within them.

Fire safety certification is part of the Federal Committee for Standardization, Metrology and Certification. Fire safety certification procedure is determined by the State Fire Safety Department upon consultation with the Committee for Standardization, Metrology and Certification.

Hygienic certification is required to import chemicals, hazardous materials, most consumer products and other items with potential health risks.

Hygienic certification confirms that goods comply with the applicable hygienic standards and sanitary norms and regulations to protect health and safety of consumers.

Metrology certificates are required for measuring devices that are used where accuracy of measurement and reliability is critical for safe operation, commercial and environmental. It is possible to obtain one Metrology Certificate for all measuring devices on an entire unit or system providing that all the devices have similar models and were manufactured by one manufacturer (single source).

GOSSTROY Certificates are mostly required for building materials and construction projects. GOSSTROY is a dedicated organization similar to GOSSTANDART.

These Approvals are issued by the Department of State Sanitary and Epidemiological Surveillance at the RF Ministry of Health Care.

List of products and goods that require Sanitary-Epidemiological Expertise:

• Raw materials, food, food additives, biologically active additives, etc.
• Products for children: games and toys, clothes (including bed linens), footwear, furniture, baby carriages, etc.
• Materials, equipment and substances used in commercial and potable water supply systems.
• Perfumes, cosmetics, etc.
• Industrial chemical and petrochemical products and chemicals for the home.
• Polymer and synthetic materials for construction, transportation and furniture and other home-use items; chemical threads and fibers, textile, sewed and knitted materials containing chemical fibers and textile auxiliary materials; artificial and synthetic leather and textile materials for footwear.
• Printers, copy machines, etc.
• Products made of natural raw materials (painting, impregnation, ionizing radiation, etc.)
• Materials with potential health risks.
• Products with ionizing radiation, including radiation, as well as products and commodities containing radioactive substances.
• Building materials that contain radioactive substances are restricted by hygienic standards, including industrial waste for recycling and commercial purposes, as well as metal scrap.
• Mobile vehicles and other transportation.

Russian Environmental Certificates are similar to ISO 14000 and are subject to the ISO 14000 standards.
